Notice of Circuit2010 J/24 Texas CircuitInvitation You are cordially invited to participate in the 2010 J/24 Texas Circuit, to be held from March, 2010 through November, 2010. United States J/24 Class Association (USJCA) District 14 and the Fleets therein with their local affiliated racing clubs are the organizers and hosts, respectively.
Rules This series of regattas will be governed by the 2010-2012 Racing Rules of Sailing (RRS) as published by the International Sailing Federation (ISAF) and amended by the 2010-2012 US Sailing Prescriptions. Advertising during these regattas is governed by ISAF Regulation 20 as modified by International J/24 Association (IJCA) Class Rules rule 2.6.1. The respective protest committees shall have authority on all matters within their jurisdiction. A committee consisting of USJCA District 14 Fleet Captains of record and chaired by the USJCA District 14 Governor of record will resolve all matters not within the jurisdiction of individual protest committees (e.g. circuit scoring). Eligibility The 2010 J/24 Texas Circuit is open to all J/24 yachts as defined by the IJCA. Competitors must meet all J/24 Class membership and individual regatta registration requirements in order to become participants. Schedule Seven scheduled regattas comprise the 2010 J/24 Texas Circuit: March 27-28, 2010 Beasley Cup at the Elissa Regatta: Fleet 5 and Houston YC April 24-25, 2010 Cowtown Stampede: Fleet 54 and Fort Worth BC May 22-23, 2010 J/24 Texas State Championships: Fleet 21 and Austin YC June 12-13, 2010 Surfin’ Safari: Fleet 3 and Corpus Christi YC September 25-6, 2010 HYC One-Design Regatta: Fleet 5 and Houston YC October 30-31, 2010 USJCA Southwest Regional Championships at Corinthian Cup: Fleet 163 and Dallas Corinthian YC November 20-21, 2010 Texas Circus: Fleet 9 and Lake Canyon YC Racing Up to 6 races will be scheduled for each regatta of the 2010 J/24 Texas Circuit. Racing will take place on Windward/Leeward courses or variations thereof. Offset weather marks and leeward gates may be used. VHF radio hails may be attempted for yachts failing to comply with RRS rules 29.1, 29.2, 30.1 or 30.3. Scoring RRS Appendix A, as modified herein, will apply after substituting “regatta” for “race”, “Notice of Circuit” for “sailing instructions”, and “crew” for “boat”. Only those scheduled regattas for which at least three races are completed will be considered completed regattas and scored in the circuit series. Each crew that is scored in a completed regatta is entered in the series. All of a crew’s scores will count if four (4) or fewer regattas are scored. If five (5) regattas are scored, each crew’s worst score will be excluded. If six (6) or more regattas are scored, each crew’s worst two (2) scores will be excluded. Issues relating to the constitution of a crew for overall circuit scoring purposes will be determined by the USJCA District 14 Governor of record. Crews are encouraged to discuss contemplated changes with the District 14 Governor in advance. An initial determination made by the District 14 Governor will be considered final if no member of a crew entered in the series submits a written challenge received by the District 14 Governor prior to close of registration for the next regatta on the current circuit schedule that follows continuous posting of the determination (such as by displaying the regatta scores so challenged on the District 14 website); except that, if no regattas are remaining on the current circuit schedule or this time limit falls sooner than the 14th day of continuous posting, the time limit extends through the 14th day of such posting. Such written challenges will be resolved by a committee of USJCA District 14 Fleet Captains of record and the USJCA District 14 Governor of record, whose resolution of the challenge will be final. Prizes Awards will be presented to the final overall top five circuit crews as well as to those crews participating in all scheduled regattas that are held, irrespective as to whether such held regattas are scored as part of the 2010 J/24 Texas Circuit or not (i.e. Road Warriors). The number of awards presented at each individual regatta will be determined by the local hosting fleet but will not be less than 3. Entry There is no separate entry form or fee for the 2010 J/24 Texas Circuit. Crews participating in at least one scored regatta of the 2010 J/24 Texas Circuit will qualify to be included in the final overall circuit standings. Sail Tracking Process Each boat competing in at least one (1) of the 2010 J/24 Texas Circuit regattas must submit to the 2010 USJCA District 14 Governor a form declaring the sail royalty numbers on the sails they intend to compete with. This declaration form will apply to all circuit regattas sailed by that boat until a sail change is made. If/when such a change occurs; a new form must be submitted to the 2010 USJCA District 14 Governor. Completed sail tracking forms must be submitted to the 2010 USJCA District 14 Governor before close of registration of the first circuit regatta the form information will apply to. Forms are available on-line as part of the USJCA District 14 website in the Circuit Sailing Instruction section as well as at each circuit regatta. Note that a list of competitors registered for a circuit regatta that do not have a sail royalty tag tracking number registration form on file with the 2010 USJCA District 14 Governor will be posted on the Official Notice Board at that circuit regatta's registration close. Bow Numbers To facilitate scoring and the identification of boats for proposes of RRS 29.1, 29.2 and 30.1 violation notification, unique bow numbers are required to be fixed to both external port and starboard sides of the forward bow area of each competing crew's boat hull. These numbers must be affixed to both port and starboard as follows: (a) The leading edge of the forward number shall be 12” aft of the stem. (b) The leading edge of the aft numbers shall be 4” aft of the aft edge of the forward number. (c) The top edge of both numbers shall be 4” from the rail. (d) All numbers must contrast with the color of the hull and be at least 12" in height. Bow numbers will be assigned to each participating crew for the duration of the 2010 J/24 Texas Circuit. Bow numbers 01 through 10 are pre-assigned respectively to the top ten crews of the 2009 J/24 Texas Circuit. Bow numbers 11 through 99 will be assigned out of the then open pool of unassigned numbers by the applicable regatta’s organizing authority, who will accept on a first come basis via the registration process bow number declarations from new to the circuit participants. It shall be the responsibility of each participating crew to obtain and affix the assigned bow numbers to their yacht. Issues relating to bow numbers (e.g. assignment, placement, size, etc.) will be resolved solely by the 2010 USJCA District 14 Governor. 2011 J/24 Worlds Qualification The Southwest Regional Championship regatta is USJCA District 14's and USJCA District 18’s standing J/24 World Qualifier. The highest finishing helmsperson at the 2010 Southwest Regional Championship registered in USJCA District 14 or USJCA District 18 that meets the provisions of Regatta Standard P.3., as specified in the IJCA Class Rules, will qualify for a berth at the 2011 J/24 Worlds to be held in Argentina. If the Southwest Regional Championship does not qualify as a scored regatta of the 2010 J/24 Texas Circuit (see Scoring section above), the next scheduled circuit stop will become the USJCA Southwest Region's J/24 2011 Worlds Qualifier. No further ‘pass down’ of world qualification status to subsequent circuit stops will be made for this World’s berth.
